Administration, Finance and Urban Affairs


The Administration, Finance and Urban Affairs is responsible for writing the City's Five-Year Consolidated Plan for Housing and Community Development and the Annual Action Plans to address priority housing and community development projects for the City. These Plans allocate Federal entitlement funds from the Community Development Block Grant (CDBG), Housing Opportunities Made Equal (HOME) Investment Partnership, Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs. The Division administers approximately $27 million in yearly-appropriated federal entitlement program funds. In addition, the division manages other funds from the U. S. Department of Housing and Urban Development (HUD), like special Congressional appropriations, and the Section-108 Guaranteed Loan Program.


The Administration & Finance division is also responsible for the development and management of a central filing system for the Buffalo Urban Renewal Agency (BURA), which will enable the division to keep complete and updated records for each HUD grant subrecipient and BURA. The Administration & Finance division will also be responsible for the management of LIS system.


The Administration & Finance division will be responsible for monitoring projects funded by federal, state and local government dollars to ensure compliance with funder's regulations. The Administration & Finance division will also propose policy changes were necessary to ensure appropriate steps are taken to address allocation of funds to the administrative budget line item, across all projects and programs.


The Finance Group (formally known as FCA) provides financial, accounting, and budget development and management for the Office of Strategic Planning and associated organizations. The Finance Group also controls the procurement and revenue processes and procedures for the Office of Strategic Planning. The Finance Group's major objectives include recording the BURA financial activity, maintaining a centralized accounting system, preparing payroll, processing payments and issuing required financial reports. The Finance Group will also, under the direction of the Executive Director, prepare and direct oversight of the operating budget, provide financial forecasts, prepare and update the Four-Year Fiscal Plan for BURA. The Finance Group will also be responsible for analyzing the Office of Strategic Planning and related organization's insurance and other risk exposure issues.
