Draft Master Plan

The options and public feedback have been extensively considered and we have moved forward by   integrating a broad range of inputs into the Draft Master Plan. The Draft Master Plan is not about   preparing the BOA for just any industrial use.  It is about focusing on the range of realistic market   sectors that can be captured by the site and establishing a logical and attractive physical setting to   accommodate these uses. It reflects a comprehensive approach to City building that builds intelligently   on area strengths and assets and incorporates new market based uses to achieve a long term strategy   for resilient city building. It distributes land uses to locations which are highly visible or takes advantage of infrastructure and open space assets, creating opportunities for economic growth, place-making and building complete communities.



The Draft Master Plan is based on several elements that have had significant influence throughout the BOA study:

  • Buffalo BOA analysis (market, environmental, physical, transportation, urban structure)
  • Smart Growth principles
  • Master Plan Principles
  • Steering Committee and Public feedback and input through 7 Steering Committee Meetings and 4 Public Open Houses
