The Common Council also determined that the project may generate significant environmental impacts and, as a result, a Draft Generic Environmental Impact Statement (DGEIS) must be prepared. As a result of this determination, the Common Council issued a Positive Declaration/Notice of Public Scoping Meeting. In accordance with SEQRA, the Common Council has initiated a process to define the scope of the DGEIS. As a first step in that process, a Draft Scoping Document for the DGEIS was prepared. A public scoping meeting was held on April 9, 2008 and comments from agencies and the public were collected. Based on the input received on the Draft Scoping Document, a Final Scoping Document is being prepared.
