Kaleida Health Women & Children’s Hospital Expansion

Project Description

The City of Buffalo is reviewing the Four Year Master Plan for the expansion of Kaleida Health Women & Children's Hospital of Buffalo.
The project is located in the City of Buffalo in an area bounded by Delaware Avenue, Elmwood Avenue, West Utica Street, and Bryant Street. The Master Plan will be implemented in phases and among other components includes building demolitions on Hodge Avenue and West Utica Street; relocation and upgrading of the main hospital complex electrical substation; construction of a new five story, 190,000 square foot Ambulatory Care & Research Wing (ACRW) outpatient facility on Hodge Avenue; construction of a pedestrian bridge over Hodge Avenue connecting an existing City parking garage and the new ACRW; relocation of the existing oxygen tank facility; and expansion of existing parking facilities on West Utica Street.

At the City of Buffalo Planning Board Meeting on July 15, 2008, the City of Buffalo Planning Board issued a Positive Declaration pursuant to the State Environmental Quality Review Act (SEQRA). The Positive Declaration (document available below) identifies five potentially significant adverse impacts from the proposed project.
At the same meeting, the Planning Board voted to hold a public scoping session. The purpose of a scoping session is to further identify and clarify potentially significant adverse impacts of the Kaleida Health Women & Children's Hospital Expansion project.  A public scoping session was held August 14, 2008 at Westminster Presbyterian Church.
Kaleida Health Women & Children's Hospital submitted a Draft Scoping Document for public review and comment on September 2, 2008.   The City made the Draft Scoping Document available for download.  The public and involved and interested agencies were given the opportunity to comment on the Draft Scoping Document.  Once all comment was received, the City of Buffalo issued a Final Scoping Document on November 17, 2008 confirming the five potentially significant adverse impacts identified by the City Planning Board on July 15, 2008 and identifying specific aspects of the impacts to be addressed in a Draft Environmental Impact Statement (“DEIS”).  The Planning Board will review the DEIS and then determine whether Kaleida Health Women & Children’s Hospital must complete a Final Environmental Impact Statement (“FEIS”).  If the City Planning Board requires an FEIS, then the public and involved and interested agencies will be invited to comment on the DEIS.
