Investment and Debt Management

• Manage daily flow of revenues and disbursements for the City, Board of Education, Buffalo Water Board and Buffalo Municipal Water Finance Authority
• Prepare and monitor a cash flow forecast to determine short-term borrowing needs
• Facilitate and administer all banking relationships for City, Board of Education, Buffalo Water Board, Buffalo Municipal Water Finance Authority and Buffalo Sewer Authority
• Direct the Capital Debt Service Fund and Buffalo Municipal Water Finance Authority Trustee’s repayment of bonds and notes
• Administer and supervise the custodial aspects of collateral pledged against the City's investments and bank accounts
• Invest operating and capital improvement funds for the City, Board of Education, Buffalo Sewer Authority and Water Board
• Prepare bond and note resolutions, official notice of sales, schedules for engraving, printing and delivery of bonds
• Track the receipt and expenditure of bond proceeds, payments of principal and interest, reconciliation of paid and outstanding bonds for City, Board of Education and Water Board
• Prepare annual budget for Capital Debt Service Fund
• Review capital improvement budget and program relative to authorization and issuance of debt and expenditure of funds for City, Board of Education and Water Board
