A Western New York native, Council President and Councilmember David Franczyk received a Bachelor of Arts degree in History from the State University of New York College at Buffalo and a Master of Arts degree, also in History, from Niagara University. He later completed the required course work for a Ph.D. in Modern European History at the City University of New York and went on to become a Loeb Fellow in Advanced Environmental Studies at Harvard University's Graduate School of Design. He has served as the editor-in-chief of the Polish-American Journal and is also a committed mentor and instructor at several area institutes of higher education including Empire State College, Hilbert College, and Niagara University.

Prior to his current term, Dave served as Fillmore District Councilmember, Chair of the City's Finance Committee, and President Pro-Tempore of the Common Council from 1986 through 2000. During that time, he wrote hundreds of pieces of legislation dealing with a wide range of urban issues including crime prevention, historic preservation, housing, economic development, and constituent service.

In his present tenure in the Common Council, Dave is an active member of the Finance and Civil Service Committees and remains committed to representing the needs of his constituents and the people of the City of Buffalo as a whole.
