Court Proceedings Involving Former Commissioner Giambra

Public Statement
Mayor Byron W. Brown
June 28, 2007

Today’s court proceedings involving former Public Works, Parks and Streets Commissioner Joseph Giambra concern activities that occurred prior to January 2006.

The Erie County District Attorney’s investigation covered Mr. Giambra’s city employment between January 1, 1998 and January 1, 2006. My Administration was first notified of this investigation on April 20, 2006.

Since taking office, I have also established new ethics guidelines for all city employees, including travel requests.  No travel is permitted for any city employee without first supplying appropriate documentation that details the necessity and city benefit of the requested travel.

My Administration has also partnered with the Federal Bureau of Investigation to provide ethics training programs to all Department Heads and Directors.

Today’s court proceedings conclude ethics investigations into Mr. Giambra.  That being said, Joe Giambra served the residents of the City of Buffalo for several decades with great dedication and skill.  While I regret this outcome, I remind everyone of Joe Giambra’s superior service to the residents of our City during the 2006 October Surprise Storm, which demonstrated Joe’s great experience and capability to perform at a high level during a crisis.
