Governor Eliot Spitzer's 2008-09 Executive Budget

I am very pleased Governor Spitzer has recommended a $13.9 million increase in state AIM monies for the City of Buffalo in his 2008-09 Executive Budget.  This represents a 9% increase over AIM funds appropriated to Buffalo in last year’s budget.

 As I have stated many times, my Administration will always examine private and public sector best practice models in our continuing effort to make the city function more efficiently and effectively.  Our goal is to save taxpayers money, create jobs and strengthen Buffalo’s economy; the use of state AIM funds will enable my Administration to achieve that goal.

 In addition, Governor Spitzer’s commitment to supporting ongoing development in Buffalo is reinforced with $15 million from the City-by-City fund, which will strengthen ongoing and future development of the city’s Inner and Outer Harbors.

 I am also thankful that the Governor has responded to my call for greater flexibility and independence in generating revenue at the local level, which will enable my Administration to raise additional revenue without resorting to increased taxes or relying on more state aid.  This will be achieved by the Governor’s support of transferring adjudication of all traffic infractions in the City of Buffalo from the New York State Department of Motor Vehicles Traffic Violations Bureau to the City of Buffalo.

 And perhaps more significantly, the Governor has supported the implementation of my call for a citywide Red Light Camera program that help will my Administration enhance public safety measures in Buffalo.  Our estimate of $3.5 million generated annually through this program will be reinvested in various anti-crime efforts, including hiring more police officers.

 I thank the Governor for these recommendations within his 2008-09 Executive Budget and I look forward to working with the State Legislature to ensure that the City of Buffalo receives this critically important support from Albany.
