RFP 201 Ellicott Street
MAYOR BROWN SEEKS PROPOSALS FOR MIXED-USE DEVELOPMENT WITH THE GOAL OF ATTRACTING A MAJOR GROCERY STORE TO DOWNTOWN BUFFALO
May 8, 2015– Mayor Byron W. Brown announced that he issued a request for proposals for “201 Ellicott Street” today - May 8, 2015. This city-owned site, which is currently used as a surface parking lot, is located directly across from the newly renovated Hotel Lafayette and in an area that’s experiencing tremendous growth, from an increased demand for residential units to retail offerings to an influx of new downtown residents and workers, providing a great development opportunity at 201 Ellicott Street.
“Clearly downtown Buffalo and its waterfront have become some of the hottest places for investment in the region,” said Mayor Brown, noting the success of the $200 million HARBORCENTER campus, a project that came out of a competitive process launched by the Office of the Mayor several years ago. “We’ve made great progress in a remarkably short period of time and we’re ready to continue the development momentum by releasing bids to develop this prime piece of city-owned land.”
Employing the Webster Block model that resulted in HARBORCENTER, which converted a city-owned surface parking lot into the HARBORCENTER project in less than two years, the City of Buffalo is seeking proposals for a full line grocery store and a mixed-use development project that includes a significant residential element (with a possibility for condominiums), commercial elements and a required parking ramp.
The RFP is seeking a qualified developer or development team with the ability, creativity and vision for the development of the property in accordance with the overall plan for the area. The City will accept any and all development proposals for uses and activities at the property, and will consider being a partner in the development project as the owner and the funder of an integrated parking structure.
“201 Ellicott Street” is primed for development, uniquely situated near three main developments: Canalside, Buffalo Niagara Medical Campus, and the Larkin District. These expanding areas of development, part of the over $5 billion in new economic development activity that’s underway citywide, build off of Buffalo’s Central Business District, which is anchored by major employers such as M&T Bank, HSBC Bank, Delaware North Companies, Inc., Blue Cross Blue Shield of Western New York, Catholic Health, Hodgson Russ LLP, Phillips Lytle LLP, Erie Community College and soon, IBM.
“201 Ellicott Street” is also located a short walking distance away from Coca-Cola Field, home of the Triple-A Buffalo Bisons of the International League, and in close proximity to Mayor Brown’s Cars Sharing Main Street Initiative which calls for the redesign and reconstruction of Main Street.
Mayor Brown’s request for proposals for “201 Ellicott Street” comes at a time when Buffalo has one of the lowest effective tax rates in New York State, one of the strongest municipal budgets, and the City continues to revamp its development framework to better guide investment and expedite the approval process. Adding to the positive environment for investment, New York Governor Andrew Cuomo committed $1 billion to the Buffalo area to further economic development.
Six (6) copies of the proposal must be submitted in an 8 ½”x11” bound document format as well as an electronic file on disc or flash drive. If submitted under separate cover, appended studies and graphics should be clearly labeled to identify the project and developer. Proposals must be received by registered mail or hand delivered and registered at the reception desk at the address below by 12:00 p.m., Wednesday, July 29, 2015.

Questions and inquires will be accepted from all interested parties until Friday, June 12, 2015 at 12:00 p.m. Questions and responses will be posted on a continuing basis at www.city-buffalo.com. No response will be provided for questions and inquires after this time to non-registered parties.

The Division of Real Estate is advertising in New York Real Estate Journal, Buffalo Business First, Buffalo Rocket, South Buffalo News/Front Page and Riverside Review. It will also be sent to over 90 Buffalo developers and brokers, 285 national developers and brokers, 50 retailers, almost 70 minority developers and almost 50 women-owned developers. Again, the RFP Registration deadline is Wednesday, June 17, 2015 at Noon. Proposal Submissions are due no later than Wednesday, July 29, 2015 at 12 p.m.
