Updated Traffic Pattern Within The Elmwood Village

March 2, 2016 – City of Buffalo Department of Publics Works Commissioner Steven Stepniak, City Parking Commissioner Kevin Helfer, Majority Leader and Niagara District Common Council Member David Rivera, Delaware District Council Member Joel Feroleto and Carly Battin, Executive Director of the Elmwood Village, today announced an updated parking pattern within the Elmwood Village as new parking signs were being installed.

The new parking regulations will allow parking on both sides of the street - 24 hours a day, 7 days a week, from April 2 to November 14. Alternate side parking will remain in effect for the purpose of clearing snow from November 15 to April 1. The change will open up several hundred spots on side streets on weekdays, freeing up supply for both residents and visitors to the area.

Parking Commissioner Helfer stated, “The updated parking pattern aims to make more parking spots available within the Elmwood Village, resulting in a positive effect for residents, visitors and business owners in the neighborhood.”

“I’m pleased to support this initiative to expand on-street parking,” said Majority Leader and Niagara District Common Council Member Rivera.  “With winter on its way out in a few weeks, so will be the need for snow plows. I thank Mayor Brown, Commissioner Helfer and Commissioner Stepniak for leading this effort. I hope we can continue to expand on-street parking across the city where parking demand is high, by removing weather-related parking restrictions during non-snow plowing months.”

Delaware District Common Council Member Feroleto said, “Residents and small business owners in the Elmwood Village area expressed a desire for additional parking.  The new rules will create approximately 1,000 spots and will benefit both residents and business.”  

"The Elmwood Village is a vibrant neighborhood with lots to offer visitors", said Carly Battin, Executive Director of the Elmwood Village Association. "As the area continues to grow in popularity, limited access to parking has become a common complaint from visitors and a quality of life issue for residents. The Elmwood Village Association has advocated for changes that help address that issue, and I thank Commissioner Helfer, Councilmember Feroleto, Councilmember Rivera, Commissioner Stepniak and Mayor Brown for their responsiveness to the needs of the neighborhood." 

Below is the list of streets that will be affected by the change; the full length of each street is to be changed unless otherwise noted:

  • Bidwell Parkway
  • Chapin Parkway
  • Auburn Avenue (Elmwood to Richmond only)
  • Breckenridge Street (Elmwood to Richmond only)
  • Ashland Avenue
  • Norwood Avenue
  • Forest Avenue (Elmwood to Richmond only)
  • St. James Place
  • Bird Avenue (Richmond to Windsor only)
  • Potomac Avenue (Elmwood to Richmond only)
  • Hodge Avenue (Elmwood to Ashland only)
  • Anderson Place (Elmwood to Atlantic only)
  • Dorchester Road
  • Granger Place
  • Claremont Avenue
  • Inwood Place
  • Oakland Place (Between Summer St and a point 500’ north therefrom)

In 2013, the City of Buffalo started a pilot program to test the effects of both-sides of parking on West Ferry, Lafayette Avenue, Ashland Avenue and Norwood Avenue, between West Ferry and Lafayette. Richmond Avenue was opened up to both-sides of parking in summer 2015.  The updated parking pattern will help eliminate alternate side parking during the warmer months for all streets wide enough to accommodate it, within the Elmwood Village.
