The bronze plaque contains an image-in-relief of the subject. The inscription on the plaque reads: "Charles R. Turner, Humanitarian, Philanthropist and Civic Leader, Born Dec. 1, 1904, Died July 2, 1977. Chairman of the Board of Parking, 1959 to 1977. Under his leadership, ten municipal parking ramps were constructed." The satellite plaque commemorates the planting of an adjacent tree in his memory.
